I agree, it seems the rules have changed since the beginning of the year, and teams have adjusted. Looks to me like refs have decided that as long as your hands are not on someone, it's not a foul. You can still body the hell out of them, even while they are driving or shooting as long as you don't hand check. I haven't really seen much difference in how the block/charge call is made since last year either.
